Research On The Dilemma Of The Grass-roots Government Performance Appraisal And Countermeasures

The grass-roots government is the foundation of our national power, and is also the concrete implementation of national policies. How their administrative performance is result to the Party's line, principles and policies can ultimately implement or not, and it will bring to a direct impact on the relationship between the government and the people. In our country, the study of government performance assessment started at 1980's, and has made some achievements and experience now, modern information technology, analysis technology and the development of measurement technology provide technical support to local government performance assessment. On the other hand, western countries study government performance assessment more experienced and earlier than us, their advanced local government performance assessment theory and practical experience can help us a lot. All of these provide the basis for deep studying government performance assessment.This paper explores the status and dilemma of local government performance, analyses the subjective and objective reasons, then summarizes the ways and measures, it is establishing scientific development concept, improving the assessing theory, setting up a sound system, cultivating a wide range of subject and establishing scientific index system.With the continuous advance of China's reform and opening-up, we should establish an administrative system which adapt to globalization and market economy, so we should carry out a series of management optimization and innovation according to local circumstances. This paper focuses on problems of the grass-roots government performance appraisal and experience of UK and the United States, then put forward views and proposals on constructing primary government performance evaluation index system.Local government performance assessment is a complicated task. My study is tentative, and still has many shortcomings. In the future, I will do some empirical analysis, deeply study establishing scientific index system of local government and put the index into all levels of government and its departments.
