| Under the instruction of the constitutional government idea,the government is only one kind of manifestation that the people perform the authority of the national management,and the people's sovereignty theory has been accepted by various countries and regarded as classic already.Along with the development of the world politicsthe economical and the cultural,since the 1980s the Western countries was in order to meet the challenge that the globalization,the informationization and the international's competition was intensify,they raised the movement of government restoration one after another.At present the Chinese government also has been devoting to the government achievements enhancement unceasingly, although we have made certain progress in reality, but the defects that caused by the pressure system are so many which was because of the long-term centralization system. so our government achievement evaluation also has many problems.At first this article stand at the jurisprudent angle that if we wanted to construct the system we should embark from the human nature, has proved the necessity of constructing the government inspection mechanism about scientific achievements as well as the jurisprudent value initiated by the appraisal mechanism about government achievements. Next we took the cue through evaluating the idea and mechanism of government achievements management in ancient times, and seek the reasons through contrasting the reform experience of western country.
