Expand Farmers' Orderly Political Participation To Improve The Party's Ability To Govern

Political participation is a measure of political modernization of the key indicators as well as an important aspect of democracy. Peasants account for the majority of China's population. As a ruling party, CPC must attach importance to farmers'political participation. Based on the perspective of increasing ruling ability, this paper analyzes the problem of farmers'politics participation. As a ruling party, CPC must adapt to both the development of democracy in the modern trend and the demands of civil society, and vigorously supports farmers'politics participation. Meanwhile, CPC must make farmers'politics participation orderly to maintain social stability.This paper discusses the relations between farmers'politics participation and increasing ruling ability, and thinks that expanding orderly farmers'politics participation is an important task of increasing ruling ability. An main task of increasing ruling ability is to strengthen the building of socialist democratic politics, an important of which is to expanding orderly farmers'politics participation.This paper summaries achievements obtained by CPC when leading farmers'politics participation. But there are some problems needing urgently to solve such as farmer's political apathy, narrow participation, expanding trend of non-institutionalized politics participation, clan forces, evil forces and bribery voting. Next the paper analyzes the reasons for the above problem from aspects of main body of participation, participation channel, participation environment and leadership ability.In order to solve the above problems, this paper proposes countermeasure to expanding orderly farmers'politics participation. CPC must implement the principle of organic unification among adhering to the party's leadership, people being master of own affairs and administering the nation according to law. CPC should strengthen the education of the peasants to improve farmer's quality and ability. CPC should persist the system innovation to perfect ways of farmers'politics participation and rich the content of farmers'politics participation. CPC should persist developing and reforming to optimize the macroscopic environment of farmers'politics participation. CPC should strengthen the building of party organizations to improve the ability of leading orderly farmers'political participation.
