The Ruling Party Under The Vision Of Our Country Citizen's Orderly Political Participation

As an important means to participate in the national, social affairs, to communicate political will, and obtain the civil and political rights, political participation is an important symbol to measure the level of political development in a country, which is irreplaceable. Therefore, to expand the citizens’ orderly political participation is an important part of the realization of socialist democracy. Meanwhile, it is also an important way to protect the political participation of the main interest demands. To consider the citizens’ orderly political participation in the Chinese context, we must highlight the vision of the ruling party, in order to achieve which it is necessary to take the issues into the pattern of the party, the state, society, thus to avoid the problems of "discussing political participation by means of political participation." Comrade Deng Xiaoping has repeatedly stressed that it’s the duty of our party to solve the problems in China. The citizens’ orderly political participation in the context of China will not make any progress without the promotion of the ruling party, and without the guidance of the ruling party, it will be impossible to be standard. This paper investigates the historic and current status for the Chinese citizens to participate in politics and discusses the ways to achieve the successful and orderly participation in politics based on the guidance of Marxism politics theory, starting from the view of political participation as well as the interaction between political parties.The first chapter analyzes the political participation theory under the view of political parties. Meanwhile it studies the origin and context of the theory based on the general definition of scientific connotation. Then the interaction between political parties and political participation is analyzed, and political parties originate from the political participation need, while its emergence and development drive the political participation to a new era, and that the political participation develops its way to the depth and breadth also contributes to the strength of political parties’ growing and developing. On the one hand, the political party provides the citizens’ political participation with a modern platform, which greatly simplifies the citizens’ political participation and reduces its costs. The political parties create the conditions for the interests for the expression and interests of the main political parties, and the function of political socialization not only enables the public to participate in politics better but also ensures the legitimacy of the political system. On the other hand, the expansion of citizens’ political participation contributes to the development of political parties, which not only helps to make the political parties in decision‐making more scientific and democratic to enhance the performance of political parties in the decision‐making, but also enhances the organizational strength of political parties. For the ruling party, it is of great significance to expand the citizens’ political participation, because it’s helpful for the supervision and standardization of the ruling power as well as to curb negative and corrupt phenomena within the party. Any political party must recognize this interaction relationship and it is proved in history and practice to be the objective laws of the development of political parties.Chapter Two mainly analyzes concretely the theory of the citizens’ orderly political participation in the view of the ruling party. The theoretical connotation of the orderly political participation is explored, especially necessity of orderly political participation in the background of our country. First, it is an essential requirement of the democratic political construction of socialism with Chinese characteristics to expand citizens’ orderly political participation, because it is our party that promotes a profound summary of the historical experience to perfect the democratic political construction, which is involved in the socialist democracy, which is the basic condition of the socialist deliberative democracy as well as the important way to protect the main interest of political participation. Second, to expand the citizens’ orderly political participation is a concrete manifestation of the deepening the understanding of the law of the Chinese Communist Party, because it is the important way to consolidate and strengthen the ruling party’s legitimacy as well as the essential means to regulate and restrict the operation of the public power effectively. Meanwhile, it is a realistic demand to increasingly improve the ways to leading and ruling, as well as a significant component to vigorously promote the capacity building of Chinese Communist Party. Last but not least, to expand the citizens’ orderly political participation is the internal need to consolidate the socialist cornerstone of social harmony and stability. Because it not only is an important manifestation of further strengthening the construction of socialist democracy and law, but also the premise to effectively improve the scientific and democratic decision‐making level of the party and government, above all, it is the crucial way to handle a variety of social disharmony factors.Chapter Three analyzes the current status of the orderly political participation in the view of the ruling party in China. First, it makes an historical recall of our party leading the people to achieve the political participation, then the realistically analyzes the achievements and the main deficiencies. Since the Third Plenary Session of the Eleventh Central Committee of the Party, the system of the citizens ’orderly political participation to is continuously improved, and the participants’ initiative is increasingly on the rise, and the ways to participate in it is gradually added, thus there is a considerable development in the citizens’ orderly political participation. But obvious problems also exist in the citizens’ orderly political participation, mainly shown as follows: the imperfection of the system of the orderly participation, the relatively weak sense of self‐involvement, the blocked path of participation and lack of harmony in the political participation at all levels. The causes to affect our citizens’ orderly political participation are from different aspects at the deep level., among which the historic traces of the feudal socio‐political and cultural environment in China lasting for thousands of years can not be neglected, and the negative impact of the mode of construction of the democratic political system in the former Communist Party of the Soviet Union as well as the negative impact on democratic politics resulted from the long‐term negative factors within Chinese Communist Party still exist, moreover the current economic development level in China also restricts the breadth and depth of the citizens’ orderly political participation, thus the quality and capability of the participant in orderly political participation still need to be enhanced.The strategies and suggestions to expand the citizens’ orderly political participation in the view of the ruling party are listed in Chapter Four. Firstly, the principled significance of the leadership of the party is enunciated. It’s necessary to stick to the party’s leadership to expand the citizens’ orderly political participation. It has been proven in the history that the effective things of China must depend on our party. Whether the citizens’ political participation can be expanded in an orderly way also counts on our party. The ruling party should attach great importance to the problem of how to achieve effective leadership. Based on this, the paper lists strategies and suggestions from the aspects of the ruling party’s compacting material conditions, improving the basic system and basic system and improving the specific institutional mechanisms to foster a political culture, waking the civic awareness, the specification network participation and so on.
