Analysis Of Public Policy Making Process

Information takes a very important place in constituting of public policy. Any of public policy includes information collecting, information processing and information management. From the view of information theory, the process of public policy constituting is the process of information running and information conversion. High quality public policies depend on perfect, true and seasonable public policy information. However, many information problems in the process of public policy constituting give the public policy theory a great challenge. It is an essential measure for constituting of public policy and the development of the public policy theory to perceive the laws of activity of public policy information and improve the existent public policy constituting information system.The innovation of this thesis is that it explains the whole process of public policy constituting from the view of information theory, considering the essential of this process as a process to convert the public policy information. The thesis contains six parts. In the first section, the thesis depicts the meaning of the issue in practice and theory and states the studying methods. In the second part, putting forward the conception of public policy information and analyzing its connotation. In the third part, studying the important value of public policy information to public policy constituting from the view of practice and theory. In the fourth section, firstly, summarizing the information problems in the public policy constituting; secondly, combing theory with actualities of public policy constituting in our country to discuss the ordinary reasons; lastly, analyzing the essential reasons from the view of cognition psychology and economics. The content of the fifth section put forward a complete set of measure to improve the existent public policy constituting information system. In the last part, emphasizing the functions, which come from the effect between public policy constituting information system and the people environment and giving the method to enhance the function, by this way, we can advance the quality of public policy.
