The Study On The Effects Of Public Policy Participation Under The Internet Environment

The Internet has has changed the human‘ lifestyle and production.T he Internet also bring new factors for new public management movement.The development of of the Internet,people have been discussing the impact of the Internet on the Chinese public policy-making.Scholars havemultiple levels of interpretation on this issue for many years.In order to see clearly the Internet's influence on China's public poli cy.The thesis takes interview method as the basic research method;the a uthor had talked with the different level of civil servants,enquired their a bout the different issues of the government,tried to further clarify system operation mechanism of the government.In the process of writing papers,according to the theory of public p olicy process to design the framework of the paper,take the theory of or igin analysis as the basic tools,further analysis the policy-making,policy implementation,policy evaluation and the influence factors of different sta ges,especially various elements changes by the influence of the Internet.In the construction stage of policy issues,the paper argues that altho ugh the popularity of the Internet has had an impact influence to construc tion of policy issues,but government system,according to the characterist ics of the traditional bureaucracy,civil servants to keep the policy issues of the Internet,but they do not want to use it as the necessary material of their work.In the policy formulation stage of the policy issues,the Internet syste m for the role of government is very large,diversified interests of civil s ervants understand and express different positions,but also large-scale use of the Internet to enhance their policy-making capacity.But regrettably,t he inner workings of its policy-making mechanism still has not changed much,the factors of the Internet must cater to a few elements of the bur eaucracy itself,can really work.At the county level,government systems prefer to use network tools,public policies and programs,in order to get better policy options,and get with the people in implementation.In the policy evaluation stage of the policy issues,the Internet sudd enly broke the original closed system,brought in multi subject evaluation,to an important role for policy at the end of play.Finally,according to John Clayton Thomas of the citizen participation in public decision-making model,proposes public policy framework in ac cord with the actual situation of the Chinese government Internet public.I n the framework of the superficial,the participation in the framework of a policy to adapt to another,the basic policy framework,specific policies to adapt to another frame.The innovation of this paper lies in,through extensive interviews on the basis,summarizes three types to differentiate different public policies,apply the decision-making model of Thomas,to t he corresponding types are called Internet public participation in public po licy decisions with independent management,self-management,improved d ecision decentralized citizen consultation mode,integral Civic Association business model,decision-making mode,put forward to adapt them to the public policy environment.
