Public Crisis Management Problem Of Our Government And Ngo Interaction Mechanism,

At present, China is at a critical period of social transformation and in a period of crisis. In recent years, the constant outbreaks of crisis have a serious impact on the state and society and posed a severe test on the capacity of governmental public crisis management.Facing the increasingly complex crisis,the government has its limitations, In the context of"global associational revolution"and with the gradual rise of civil society, it is a worthwhile study in public crisis management how government cooperate with NGO to improve the ability of responding to crises.This paper is from the perspective of state and social relations and using of theory of civil society and good governance to study interaction mechanism of public crisis management between the government and NGO .There are still shortcomings of interaction mechanisms between the Government and NGOin crisis management . In legal mechanisms: frameworklegislation of Crisis Management has not yet introduced, so crisis management is lack of the fundamental basis. NGO registration threshold is so high that they lack of access to the legal status. In the information communication mechanism: the blocked channels of communication led to the government and NGO be difficult to achieve sharing information .Information isn't disclosure timely leading to the NGO cann't obtain information for first time,delaying the best time to gover the crisis. At the institutional level: lack permanent public crisis management institutions; NGO are also lack of independent autonomy. In the cultural mechanisms: As the Government has not completely changed the traditional concepts led to less interaction between the Government and NGO .NGO in crisis management is also a lack of social recognition and support.Combination of the analysis, by drawing on advanced experience, this paper raised realistic thinking of government interacting with NGO in China's current crisis management from four aspects: improving the crisis management Legal mechanisms, building scientific information communication mechanism, optimizing organization, building the cultural interaction mechanism. By cooperating with NGO,government will enhance the capocity of reponseing to the crisit.
