Female Political Participation In The Public Policy Process In Contemporary China

In today's society, public policies allocate social resources,adjust and redistribute different interests in society ,as the one of the major forms of governance, in order to achieve the harmonious development of the country and society. Policy issues are complex as well as the society. Today's public policies can not be undertook by government independently and require the participation of all members of society, because of the complexity of policy issues. Performance of public policies is a dynamic process, and thus citizens'participation is throughout the entire process.In the formation of China's socialist market economic system and transformation process of society, the male-centered cultural influences always make women at a disadvantage in politics. In fact, the problem of inequality between men and women also affect women's participation in the policy process. The legal system of participation in policy process is not perfect, the percent of women's participation is low, women's authority is not enough ,and channels for participation are not smooth, so that equal participation of women lost opportunities and capabilities. The traditional cultural values and gender position are the important barriers that affect women's participation in the policy process.They leed to a lack of female voices in public policy and they are not helpful to realize the public policy objectives and the development of democratic politics. As one of the largest number of groups, women's interests can not be representative by men or any other groups. Only participation by theirselves could realize their interests.In order to make both sexes equal opportunities to participate in public policy, from the female perspective, to study effective participation in public policy process is particularly important.At present, domestic and foreign policy process for women's participation in the study is still relatively small. In this paper, on the basis of previous studies and backed the practice of women's political participation in policy processes abroad,I summed up women's political participation theory and research situation at home and abroad. I analized features, the foundation in reality and feasibility of approach of women's participation, and also analized women's particularity of participation in the public process which was different from men's. Then,I summed up problems of Chinese women's participation in the policy process and found some new ways of women's participation of public policy process,for example, construction of multi-level participation of women in policy process system, network participation and so on. I hoped toexplore effective measures actively to improve our level of women's participation in policy process and achieved the political development of socialism with Chinese characteristics of gender equality and harmony.
