Research On The Problems Of The Women’s Political Participation In Kunming From Public Policy Perspective

Women’s participation in politics is an important indicator to measure the development of women’s undertakings,marking the development level of national democratic politics and gender equality.In the 20 th century,women in Kunming had no political participation rights and are currently distributed in various fields to engage in national and social affairs management and decision-making.Women have made great achievements in politics,but there is still a long way to go before they can get the same opportunities as men to participate in politics.There are many factors that affect and restrict the development of women’s participation in politics in Kunming,including historical factors,objective factors,and subjective factors.In modern society,public policy is regarded as a basic way to solve social problems.Therefore,this article will start with the policy factors that affect the development of women’s political participation in Kunming,through empirical case analysis,combined with the basic knowledge of public policy,the article propose the public policy solutions to promote women’s political participation in Kunming.The article first explains the basic knowledge of public policy and the classification of public policy under the gender analysis;by analysing the female civil servants proportion,the proportion of women in the deputies of the National People’s Congress and the Standing Committee at the municipal and county levels,the proportion of women in the deputies of the CPPCC National Committee and the Standing Committee at the municipal and county levels,the proportion of women in leading cadres at all levels,and the proportion of women in key leaders in key departments from 2010 to 2018,the article draws the current status,achievements,and deficiencies of women’s political participation in Kunming;combined with the theme of women’s political participation,it combed the public policy system that guides the development of women’s political participation in Kunming;finally analyzes the policy factors and causes that restrict the development of Kunming women’s participation in politics,and then proposes feasible suggestions for policy formulation,implementation,evaluation,and monitoring from the entire process of public policy.The innovations of this article are as follows: first,from the perspective of public policy process,study the policy factors restricting the development of Kunming’s women’s political participation and make feasibility suggestions;second,distinct regional characteristics may be another innovation of this article.
