Prison is the violence machine of the state, and the enforcement authorities for penalty. The scientific scoring assessment of the rule by law directly materializes the China prison's level of the sentence ruled by scientific and influences the course of Chinese nomocracy. The application of assessment system affects the stability of the prison's supervision and the enthusiasm of the termer's reconstruction. The current assessment score of termer needs to be rebuilt for it has many problems. In the basis of the development of criminals analytical study on the examination system method, and in allusion to the many problems of core system of Chinese prison's assessment score, and combine the need of the development of the LT prison.The article gives the idea of new system of score assessment as whole in performing scoring by law, in classifying treatment combine assessment, and in establishing scientific scoring evaluation mechanism, and in establishing the scientific invigorative mechanism for commute, and in correctly dealing with the relationship of warship, labor and education. The article also gives the idea of new system of tutelary alteration in establishing and improving the security mechanism, in constructing new responsibility, in mechanism, in establishing security system and management system, and in establishing educational carrier. On basis of these ideas, the article gives the pressing and doable way to restrict the scoring assessment system in mechanisms, institutions, policies, standards, and methods, which made the hortation of ministration and law, the assessment of fort and part, the assessment of determine and quantitative, and the ultimate goal of labor and execution and serve sentence inn well-knit. Later, the article pointed out the needed two prerequisites of implementation the new score evaluation system:one is establishing the relationship of score assessment and legal awards and scoring evaluation and the entire reform examination systems; the second is actualizing transformation in content of, in method of qualitative assessment, in effect of equity actualizing; The new evaluating tamers'system with emphases on ideology altering is set up.The new termer's altering system give a stronger institutional support in mobilizing the enthusiasm of reform inmates and improving the quality of the rehabilitation of offenders, stabling regulatory reform order, promoting the prison's legal scientific construction.
