The assessment of party and government leading cadres is an important link in the management of cadres.It is of great significance for strengthening the encouragement and restraint of cadres,improving the construction of cadres,implementing the party's line,principles and policies,and promoting scientific development.Therefore,the establishment of an assessment and evaluation system that not only reflects the characteristics and work performance of leading cadres,but also reflects the law of evaluation work,is a major issue that the party central committee has paid great attention to and actively explored in various periods.Since the 18th CPC National Congress,General Secretary Xi Jinping has made important discussions on the assessment of cadres more than 40 times,put forward a series of new requirements,and put forward directional requirements for strengthening the scientific nature of the assessment and inspection of leading cadres.The report of the 19th National Congress of the Communist Party of China makes it clear that we must adhere to the principle of combining strict management with generous love,encouraging and binding,improve the assessment and evaluation mechanism for cadres,and unequivocally support those cadres who dare to take responsibility,work steadily,and do not seek personal gain.This provides compliance for further improving the assessment of cadres.It is of great significance to strengthen scientific research on the assessment of Party and government leading cadres,establish a scientific system for the assessment of cadres,and carry out the implementation of the assessment organization of cadres scientifically.This paper mainly focuses on the current cadre assessment system in Hainan province and county,and takes T county as an example to study the current status of the cadre assessment system.Through the methods of literature research,investigation analysis and comparative analysis,this paper points out the problems existing in the current assessment system of T county cadres.For example,the personnel of the assessment subject is not fixed,the evaluation subject is not objective enough,the evaluation content index is not scientific,the assessment method is simple and systemically poor,and the assessment results are not used in place.In addition,the reasons for analyzing these problems are:lack of special assessment teams,failure to establish a system for the classification and management of cadres,lack of research on the assessment work of cadres,lack of related system guarantees,and single assessment means.Through reference and comprehensive analysis with other cities,counties,and foreign countries,we finally put forward countermeasures and suggestions for improving and improving the assessment work of T county cadres at the level of science and technology,such as strengthening the legal system for the assessment of leading cadres,standardized construction,and targeted formulation of assessment standards.We will further refine the evaluation indicators,strengthen the peacetime assessment work,use the peacetime assessment as an important basis for the year-end assessment of cadres,and strengthen the application of the assessment results,so that T County can better play the role of motivation and supervision in the assessment work of cadres.
