Nowadays, every great military country in the world is making effort to enhance the overall battle effectiveness of its own army and actively seeking for the method to apply the knowledge of business technology and management to the military field. The main task of the military reform is to consider what kind of new commodities are the most effective to enhance the overall battle effectiveness of the army, and what kind of management methods and process can assist in advancing the military management to a high level and improving the military management effectiveness.Therefore, in order to ensure that the construction and development of the army can keep pace with the global military reform and to pave the way for the enhancement of the overall military effectiveness, the manager of the leading body and the investigator in the theoretical field of military management must adapt themselves to the fast-pace of modern high-tech development, conform to the trend of applying information technology to the military field. In addition, drawing the abstract of the traditional management theory and absorbing the new management methods of modern companies constantly, we must create new military management theory and method to enhance the administrant efficiency of the leading body of the army.MBO (Management by Objective), as an integral part of the scientific management theory, which is Peter F. Drucker' s main contribution to the field of management practice, is widely used in the management of large-scale modern companies and makes great success. From the end of 1970s to the beginning of 1980s, the Chinese People' s Liberation Army has been introducing the theory of MBO into archives, medical treatment, transfer and installation work and other domains of army administration.Some armies introduce and popularise MBO, which effectively promotes the modernization of the administration method of the army. But this theory has not been fully put into practice by the leading body.It is a central problem for research to find how to draw lessons from the experience of management by objective of companies, and discover the way to enhance the administration effectiveness of the leading body, which in turn strengthens its leading capability. Recently, the investigator in the theoretical field of military management and managers of all ranks in the leading body have been doing many surveys and researches in the field of scientific management of the army. They also penetrate into the nature and discipline of the scientific management of the army, and introduce many excellent management theories of past and present, home and abroad to the domain of management of the leading body of the army.However, in the aspect of the theoretical outcome, the investigation and exploration mainly focus on the management in the domain of ideology, which shows somewhat political characteristics; while in the practical aspect of the leading body management, they pay little attention to how to bring the scientific management into effect, how to draw attention to the human factor, and how to achieve self-restriction and self-development of soldiers and officers with the premise of the fulfillment of the management objective. In order to realize the modernization of the leading body management and popularize the theory of Management by Objective, this dissertation will research on the problems discovered in this process from a new perspective.Firstly, some basic theories relative to MBO are introduced. With reference to the viewpoints of some administration masters, Peter F. Drucker, George S. Odiorne,ect., this dissertation gives a brief introduction to the origin and development, basic meanings, technological process and main characteristics of MBO through systematic analysis and diagrammatic analysis.Secondly, this dissertation expatiates the necessity and significanceof MBO to achieve the modernization of the administration of the leading body. According to the situation of the new era and the leading body' s functions and powers, this dissertation gives a general analysis of the inevitability of reform in the administration capability of the leading body. The analysis includes the connotation of the leading body of the army, the difference between military leading body management and company management, and the challenges and opportunities the leading body faced under the new condition of the global military reform. Besides, it is advanced that the scientific popularisation of MBO theory helps to enhance the operating effectiveness and strengthen the leading capability of the leading body, which in turn serves to the final goal of becoming a "revolutionized, standardized and modernized army" .Thirdly, in allusion to the current situation of the leading body and the existing problems, this dissertation analyses the elements that influence the effect of the implement of MBO theory. And it also points out the main four problems existing in the management process: there is no sound construction of the objective system; the working tracing strategy is not effectively promoted; there is no clear division between power and responsibility; and the checking system and MBO are separated from each other.Lastly, on the basis of comprehensive analysis and research, combined with the current situation of the leading body, this dissertation puts forward four proposals for the effective implement of MBO: first, the objective of functional department should be set in reason; secondly, the strategy of "self-control" should be implemented actively; thirdly, the principle of management by grade should be strictly put into effect; and the fourth one is to establish scientific and sound performance accessing system.In the end, on the basis of the comprehensive analysis of the current situation of management in the leading body, challenges faced and the existing problems, this dissertation draws the conclusion with theprospect of the popularisation and implement of MBO in the leading body in the army.
