Case Study On Petitions From Residents Of Zhonghai Xinyue Community

At present, with China’s rapid economic development, multi-level social contradictions and conflicts continue to highlight the large number of social problems reflected through petition letters and complain visits. Gathering petition, leapfrog petition and repeated petitions have been sharply increased recently to shock the social stability and harmonious development; and, to some extent, these also pose as the threat of the government’s integrity.Exploring the root cause of abnormal petitions to get rid of those phenomenon is very urgent task.In this paper, based on the case study on the residents in ZhongHai Xin Yue District,review of the whole development process from individual petitions, group visits and finally to gathering petition,leapfrog petition,with the survey method of questionnaires, interviews,statistical analysis, detailed analysis, and other methods are summarized for the main issue in all aspects of petitions in the presence of a systematic analysis. From exist case disputes,investigation and resolve work place, poor communication and information letters, handling matters admissibility procedures are not standardized, joint handling of cases not executed timely, lack of initiative by local government etc; to explore the root causes of those chaos. It also made me to think deeply on how to better coordinate between all level cooperations among the different government departments. Cue from the Reason Model, it is proposed to build an central coordination system for cross-function government departments of petition management. Respectively, six approach are explained in this paper from the stability risk assessment, the construction of early warning systems ,key personnel monitor and control,exception disposal, helping the poor and needy relief, joint management control center.Meanwhile, in order to ensure the operation of the coordination mechanism mentioned above,five measurements are introduced optimize mechanism to resolve contradictions and disputes,smooth information sharing channels,strictly enforced the program of petitions, to establish a joint mechanism for handling the receivers,improve the initiative of the work, the development of preventive plans and so on for the safeguards of a stable and peaceful society.
