China's New Rural Construction, Public Finance Legal Protection Mechanism

"Three rural issues" is China's current economic, political and social problems To solve the "three rural issues" is not only related to the development of the national economy, but also our ability to the full realization of the construction of the grand goal of a well-off society. Building a new socialist countryside is to solve the issue of a new strategy for "Three rural issues". Through the promotion of a new socialist countryside construction, can speed up economic and social development in rural areas , which will better safeguard the legitimate rights and interests of farmers,al-leviate the social conflicts in rural areas and reduce the factors of instability in rural areas, which lay a solid foundation of building a harmonious socialist society. Building a new socialist countryside need the support of the public finances. Public finance in the construction of new socialist rural areas play an important responsibility and involves many aspects, such as rural infrastructure, rural social security. But we don't have enough legislation about public finance and support to the construction of the new rural ,and we are lack of effective systems and measures.So,the writer think that it's necessary to do a deep analyse on the relevant theory and existing problems on the legal protection mechanisms of new rural public finance ,then made some suggestions on theory and practice.The article is divided into four parts:The first part is about the theoretical basis for the full text. First, a brief analysis of the concept of public finances and characteristics, second the writer introduces the importance of public finances of safeguarding rural areas, and finally from the perspective of economics and law introduce a new theoretical foundation about public finances safeguarding rural development.The second part : the writer study the public finance mechanisms about legal protection for agriculture in foreign ,which provide a reference for the construction of new countryside in China's public finances about legal protection mechanisms.The third part: The problems which exist in China's new rural communities construction. Firstly,the writer introduced the problems of the supplying of public goods in rural;secondly, introduced the impact to rural public finances come from the "tax system reform" ,thirdly,introduced the impact to the county and township finances come from the abolition of agricultural tax ; Finally, introduced the financial expenditure come from structural expansion of county and township .Part IV: The writer introduces the advice for improving the public finance legal protection mechanism in building new socialist countrysides.put forward four suggestions: First, legislate the Basic Law as soon as possible; Second ,the writer advice to legislate the financial revenue and expenditure into law; Third ,to improve our financial transfer payment system,;Fourth ,to establish a all-round, different levels of the compound of the financial supervision system.
