The Rural Financial Support Of New Rural Construction Problems And Countermeasures

Along with the speeding up paces of urbanization and industrialization in China in recent years,the Chinese state economy has been keeping a sustained fast growth,however,there exist many new problems in the development of agriculture and rural economy which are prominently reflected in the the difficulties in increasing farmers’income and the gradual expanding gap between cities and countryside.The policies is "giving more to and getting less from the countryside while being flexible with the country side" and "industry feeding agriculture in return while cities supporting country side",trying to improve the living conditions in countryside and enhance the living quality of farmers,urging a big change taking place in the entire appearance of the countryside gradually constructing a new socialist countryside with" developing productivity,well-off life,civilized atmosphere,tidy appearance and democratic management".An important reason why there are the incoordinations taking place between the development of cities and that of countryside and the lagging of infrastructure construction and social facilities development in countryside lies at not up to the mark of the finance environment in the past. According to this statement, improving the finance environment, accelerating the reforms of the finance and investment&financing systems, expanding the coverage of public finance in country side improving the financial service in country side,these are the indispensable important conditions to advance the construction of new socialist countryside in the new phase of development. No doubt, the deepening of the financial reformation in the countryside as well as the improvement of the financial service is essential in establishing a new socialist countryside.Since1985,rural financial reformation has been carried out during these more than20years, however,the state has not been reversed yet, which were rural fund outflow,rural finance shrinking, rural financial systems’difficulties in meeting the capital demands existing in the rural socioeconomic development. In that case, what is the exact reason that caused this present situation? The thesis begins with this point, attempting to tell that the major reasons existed are the Poor financial conditions, the related Law being not perfect and so on.at last, The thesis gave some related suggestion and solution to the issues.
