April 22, 1915, the Germany attacked British and French force in the southern Ypres with chlorine, opening a prelude to the chemical war in human history. Affected by strong stimulation, without fighting over, the Japanese government could not wait to set up gas committee in the Army Provincial Committee, responsible for chemical weapons research and development. July 7, 1937, full-scale invasion broke out. The Japanese army used chemical weapon, which is prohibited by international law, to fight against Chinese soldiers wildly, strongly condemned around the world.After World War II, in the Tokyo Trial, single-handedly led by United States, Japan's chemical and biological war responsibility is not cleared. Japanese government refused to acknowledge the fact for a long time. Wartime production of large quantities of chemical weapons was abandoned in China, and frequently caused accidents. Frequent injury incident in Japan and china made people concern about Japanese chemical weapons abandoned during World War II. In the efforts of scholars, considerable evidence of the Japanese use chemical weapons in China has been open. Under the pressure of public opinion, Japanese government admits the fact. Subsequently, based on "Convention on the Prohibition of Chemical Weapons," the Chinese and Japanese governments have carried out extensive consultations and agreement on matters of principle and signed the"Memorandum of Sino-Japanese on the destruction of chemical weapons abandoned by Japan in China ".Although the "Convention on the Prohibition of Chemical Weapons" and"Memorandum of Sino-Japanese on the destruction of chemical weapons abandoned by Japan in China" pointed out the way forward for the conclusion of the disposal of abandoned Japanese chemical weapons in China, but the Japanese solve this problem with a negative attitude. Recently Japan's newly elected prime minister proposed the idea of establishing the East Asian Community after taking office. That the Sino-Japanese historical problem solved or not will have a direct bearing on the success of East Asian community as well as regional peace and stability.
