The public sector has made considerable achievements since the private sector strategic management theory was involved, improved in the management of public sector efficiency and effectiveness significantly, but because of the outstanding difference for public sector and private sector, therefore, public sector strategic management theory still have many deficiencies. This article aims to the public sector strategic management theory and practice on the level of rational reflection, hope to enrich the research of our public sector strategic management theory and practice, and effect the development of market economy and the deepening administrative reform and the transformation of government functions can play some reference.In the first chapter, introducing the concept of strategy and strategic management based on the description of the strategic management of public sector background and development of the theory development process, and accordingly set the strategic management of public sector management and private sector strategies and influencing the difference between the public sector strategic management factors. In the second chapter, describes the strategic management of the public sector subject, object, environment, composition, also discusses the environment on the strategic management of the public sector. The third chapter also describes the corresponding process of public sector strategic management, models and methods, as well as several strategic management evaluations. Chapter IV of this article, on the way the public sector strategic management theory are summarized, and several levels of public sector strategic management of the value of intrinsic reflection.
