System Of Administrative Licensing Hearing Research

System of hearing is set in the formulation and implement of the administrative license in the Administrative Law, but there are still many problems and disputes in practice.including:the subjects of hearing is not clear, the narrow scope of the hearing sphere especially the right of the common party of the administrative license, the independence of the host of hearing, the notice in procedure is not perfect and so on. In order to perfect our country, the author emphasize analyzed the common theory of the system of administrative,enlarge the scope of the hearing sphere and the notes,date of the administrative procedure,and the punishment of break the procedure, with the analytic method of comparison,according to the judicial practice,drawing lessons from the system of hearing of world typical nation.
