On The Administrative Accountability System For The Operation Of Cultural Protection And The Construction

The system of administrative impeachment is starting to have positive effect since it is carried out, and it has good effect to the development of public administration. Since the system of administrative impeachment is still under primary phase, there is something need to be improved, not only in theory, also in practice. Further, the administrator and the public hasn't recognized completely its running flexibility system, this will lead to the big gap between actual performance and the expectation from the public. The entire effect can not be released sufficiently.This paper will try to analysis the meaning and form of the system of administrative impeachment, further to analysis the factors of the guarantees of culture during its operation. The necessary foundation can be made logically about the meaning of the culture of administrative impeachment. Also the importance of the culture of administrative impeachment is demonstrated from two aspects, one is from internal requirement, and another is from the development and the trend of the system.Meanwhile, considering the hysteretic phenomenon during the operation of the system of administrative impeachment and the reason why has this phenomenon, this paper studies the necessity and importance of the guarantees of construction, and hence the guarantees of culture should be imperative. Based on the above conclusion, this papper analysis the characteristic of the western culture of administrative, the solution for the new development of the culture of administrative impeachment has been released from four aspects, one is how to consolidate the positive result, the second is how to undertake culture, the third is how to confirm the contents, the forth is about the ways of achievement.
