In the process of building a socialist harmonious society, the relief of victims of crime is increasingly a cause for concern, particularly with regard to compensation for victims of national legislation, growing ever louder. After the victims-this particular disadvantage groups of the crime are suffered by a serious crime, they can not get enough compensation. The problem has become very extensive and serious.Building up the systems of compensation from the State legislation is good to further relief the victims of crime in China. It can realize the theory that "the various components of the social system are in the coordinated elements of the steady-state". [1] The systems decide China's socialist harmonious Construction of the community and are related to the realization of China's well-off society as well as modernization. Based on the full rescue of victims by the crime, the author generally uses the science of victim, sociology, jurisprudence, and other research methods, in an objective analysis of China's current shortage and the plight of the victim assistance system, and use the foreign and domestic legislation related to compensation system for reference to forward a bold way of compensation. The author hopes that the society could give rise to aid victims of crime in the whole country, then encourage more people to concern about the victims to help the victims, so that our laws can achieve a more perfect justice.This paper is divided into six chapters, including Introduction and text of five chapters. The topic Introduction recites the current academic research in domestic law and foreign countries. The first chapter reviews the victim of crime assistance issues, defining the concept of victims, analyzing the victim's social characteristics. The second chapter begins to build a harmonious society relation. Section I points out that four types of social problems become major impediments to building a harmonious society. Section II is an individual-based perspective of the victims of "Maslow's hierarchy of needs theory" and the aid system as a whole basis on the angle of the "short barrel plate theory" on China's relief work in the plight of the victims. Section III discusses in detail the way of legislation through the National Compensation to improve China relief system to build a harmonious society. The third chapter describes some major victims of crime compensation of legislation in the foreign countries with a view to better learn from. Chapter IV pays attention to mainland China, to take a view of practicing in the legislation of domestic provinces and municipalities on the basis of the situation, focusing on analysis of crime victim compensation to draw a conclusion that the State of China's legislation is feasible. Based on the background of socialist harmonious society building, Chapter V starts to explain how to compensate victims of the national legislation to improve the relief system for victims of crime in our country specific ideas. The main focus is the compensation in definite object, scope, conditions, deliberative organ, procedures, methods, amounts, funding sources, and etc.
