Study Of The Theory And Practice Of "cadres" Principle

The principal of the party assuming the responsibility for cadres'affairs is an important organization guarantee of CPC on consolidating reign position and exercising its leadership, and also it is a conforming standard of building a strong contingent of cadres. However, the principal is understood dogmatic in practice for we have not make sure quite clear of it's scientific connotation. The Party exercises leadership over the cadres turned to the head secretary control over cadres for lack of strong operable institutional norm. All this makes the managerial powers excessive centralization. The Party exercises leadership over the cadres turned to the Party committees at all levels and its'organization departments manage cadres, which lead to the simplification of administration body, a rigid organizing form. The party assuming the responsibility for cadres'affairs becomes the party appointing cadres, the above produced abuse and corrupting on selection and appointment which seriously jeopardize the party's ruling status.This paper elaborates the connotation and specific manner during four different periods of revolutionary war years,from the founding of PRC to the Third Plenary Session of the Eleventh Central Committee, from the Third Plenary Session of the Eleventh Central Committee to the Fourth Plenum of the 13th CPC Central Committee, after the Fourth Plenum of the 16th CPC Central Committee of the "all the cadres under the leadership of the party" principle on combing the meaning and theory resource of this principal. In addition, this paper studies the important role and problems in the principal, raises the view of changing with the times, developing and creating with the new situation and new tasks must be paid attention together in the "all the cadres under the leadership of the party" principle especially by analyzing its'problems and the reasons, uniting the request of changing with the times of the principal with running the country according to law, economic reform, political reform, deepening the reform of personnel system and so on, thoroughly analyzing the inner relationship of these.Finally, the paper reveals the "all the cadres under the leadership of the party" principle in its true colours by further analysising scientific connotation and practice form of the principal, especially scientific understanding the subject, object and forms of management involved in the principal. It proposes ways and means of perfecting the principal on how to implement the principal from the four respect of Selecting and assigning the first leading cadres of the party, scientific management, expansion of democracy and promoting the process of legislation.
