Reserve Cadre System is a human resource management system with Chinese characteristics. Ever since its enforcement in early1980s, it has been a tremendously effective tool for the Communist Party of China, both in improving its management system of officials and in strengthening its ability of administration. Three key components of Reserve Cadre System are selection, training and employment, which pave the way for an efficient and healthy transition from old generation to new generation. Reserve cadres are precious human resource, the disposition of which measures the scientificalness and effectiveness of this system. Hence, the research on Reserve Cadre System helps to improve its own functioning and in the meanwhile facilitates Chinese Cadre Personnel Reform.On the basis of the analysis of theories, literatures and history as well as the review of the development and innovation of the system, this paper focus on the employment problem of reserve cadre system.From a analysis in’cadres be guided by CPC which is the core of the cadre management in China, the author pointed out that the reserve cadre system is to expand and deepen the traditional mode of cadre management, then comb the course of development in back-up system of selecting and appointing cadres, conclude the main way in cadre assignment of reserve cadres, allowing readers to have a clearer understanding of the historical origin and development of the appointment of the reserve cadres. Subsequently the author elaborated on the ideal design of the mechanism of appointment of the reserve cadres, primarily following the principles that people-oriented, the combination of promotion and backup, promotion when contribution occurs, on the basis of which we can get "three useful combination". At the same time, I believe that an effective mechanism of appointment of the reserve cadres can not be separated from two prerequisites containing the fair and equitable selection mechanism and strict training mechanisms. So, we have to establish the interaction mechanism of the Trinity reserve cadre selection, education, employment and personnel selection. Selecting and educating are the premise of personnel servants.However, in reality, the appointment of reserve cadres is not perfect, there are still spare out of touch, younger cadres appointment is equivalent to a younger age, meritocratic "Circle" and other problems, which caused great impact on the mentality of the reserve cadres. To solve these problems, the author raised a series of measures on the basis of the previous useful experience to improve the mechanism of appointment of the reserve cadres, meanwhile, analyzed the future development path of the mechanism of appointment of the reserve cadres, all of which aim to advancing our reserve cadre system. I believe that strengthening the reserve cadre system, including the appointment mechanism are all to meet the management requirements of our present party and government cadres, and therefore we should continue to adhere to the cadre and personnel system with Chinese characteristics. However, in the long term, with the continuous improvement of China’s civil service system, the author holds that the effective docking of the reserve cadres election system with Chinese characteristics and the civil service selection and appointment system is the inevitable path for China’s reserve cadre system in the future.
