Party and government leading cadres are the backbone and hard core of Chinese characteristic socialism, and the scientific selection and appointment of party and government leading cadres is one of the main levers to promote each work of our party. Chinese Communist Party has always attached great importance to the selection and appointment of party and government leading cadres, and the party leaders have stressed the importance of selection and appointment from a strategic height of the Chinese revolution, construction and reform. Mao Zedong pointed out:"Cadres are the determining factor once the political line is confirmed. Thus, it is our combat mission to cultivate a large number of new cadres with plans." Deng Xiaoping pointed out:"Once the political line is confirmed, it needs someone to carry it out concretely. The results will be different due to the kinds of people who implement it, either by those who approve the political line, or by those who disapprove the line, or by those who take a neutral attitude toward it."It is not only the cause of the Party and the need for the development of Chinese characteristic socialism but also the responsibility and mission of the theory workers how to follow the working principles of party cadres and how to use the scientific system, democratic method, strict procedures and disciplines to select and appoint cadres with both integrity and ability who practice the scientific outlook on development at the same time.With the research subject of the theory and practice of Chinese Communist Party cadres selection and appointment and by the dialectical thinking method of the unity of history and logic, theory and practice, this paper systematically discusses the theory and practice of selection and appointment of Chinese Communist Party cadres from the basic theory, ideological basis, theoretical framework, great achievements, historical development, existing problems and suggestions, etc.It is the theretical foundation for the research of the theory of Chinese Communist Party cadre selection and appointment as well as the start of this dissertation to scientifically understand the basic concepts, core factors, social factors and basic features of the Chinese Communist Party cadre selection and appointment.The ideological theories of cadre selections for the political parties of the proletariat written by the classical Marxism writers are the theoretical basis of cadre selection and appointment for Chinese Communist Party. The ideology of cadre selections for the political parties of the proletariat proposed by Marx, Engels, Lenin and Stalin is systematically summarized, and their specific contributions on the theory of cadre selection and appointment are fully affirmed.The formation and development of the theory of Chinese Communist Party cadre selection and appointment is a long historical process, and is an outstanding contribution made by several generations of Chinese Communists in the different tough historical periods of revolution, construction and reform. The theory of Chinese Communist Party cadre selection and appointment was founded by the "first-generation" leadership with Mao Zedong as the core, developed by the "second-generation" leadership with Deng Xiaoping as the core, and further developed and expanded under the new historical conditions by the "third-generation" leadership with Jiang Zemin as the core and the new leading collectives with the General Secretary Hu Jintao as the core. Thus, the theory of Chinese Communist Party cadre selection and appointment is developing and improving in practice, and the theoretical system and logical framework of cadre selection and appointment for Chinese Communist Party are formed.The theoretical system of the selection and appointment of Chinese Communist Party cardres includes its value target, criteria, principle, mode and supervision. All these contents fully demonstrate the era development and the new levels and new heights of the party building theory in the context of social changes from the three aspects of scientific theory, scientific system and scientific method.Since the new era, Chinese Communist Party has attached great importance to the work of the selection and appointment of cadres and made a lot of achievements in it by making ongoing exploration in theory and practice and making constant innovation in the value, mode, procedures and processes of selecting and appointing cardres. However, for various reasons, there are still some problems in the selection and appointment of cadres, resulting in doubts about the work and serious impact on the public confidence in the selection and appointment of cadres. On the basis of fully affirming the achievements and without sidestepping problems, this dissertation makes an in-depth analysis of the causes of these problems and puts forward thoughts and suggestions for futher improving the the theory and practice of selecting and appointing Chinese Communist Party cadres on the existing issues.
