Harbin City, The Volunteer Organization Status, Problems And Countermeasures

In 1993, Central Committee of the Communist Youth League launched volunteer activities to all national youth. In recently 20 years, volunteer activities have become an important method for improving the moral quality of citizens, an important navigation mark for developing national youth's activities and an important content for raising the level of cultural life in a new period of socialism.The paper tried to establish a framework on organizational structure model and current situation of volunteer activities in Harbin. It Investigates the circumstances of organization system construction,working mechanism,recruiting,using,managing,training,incentive,legal status and financial support of volunteer. For the problems of developing volunteer organization, it analyses the cause and proposes the prospects of optimum running mode for volunteer organization construction. Through the theoretical analysis, it provides the realistic strategies for propelling the volunteer service forward.
