Implementation Of Policies In The Policy To Avoid The Phenomenon Of Study

With the economic development, technological advances,the scientification and the demoratization of the policy-making, the possibility of miscarriage in the policy is decreasing, This can not evade the issue related to policy escape.It is significant that, in the policy implementation process, the essence of the policy escape phenomenon is to avoid the adjustment and distribuion of the benefits adjusted and distributed by the policy. This article is based the harmful reality of the policy escape phenomenon, from policy implementing subjiects perspective and system that double acts analyse the main reason of the policy escape phenomenon, in order to find a way to solve the policy escape phenomenon. In the first place the article based the definition of the policy escape concept,analyse the reason which cause the policy escape,at the same time, described actual performance in China; then from the policy implementation subjucts and the system double acts described their importance in the policy implementation process; in this based,the article separately intensive analyse the reason of the policy escape phenomenon from the main behavior of the policy implementation subjucts and system depth; the last part of the article, Proposed a solution path in order to solve the policy escape phenomenon.
