Research On Behavioral Biases Of Policy Innovation And Entrepreneurship Implementing Subjects,S City,Ningxia,China

In recent years,the initiative "Widespread Entrepreneurship and Innovation" has been extensively launched across China.This policy is made to release larger space for the market body of the streamline administration and institute decentralization reform and help Chinese achieve their spiritual pursuit while creating material wealth.However,behavioral biases take place when the executive body of S city in Ningxia province implements this policy with no intended effects achieved.Obvious demonstrations include blind application to increase the number of small and micro businesses,bot reply of the internet plus public service platform,the vacancy industrial bases established without practical evaluation,etc.Whether the policies can be effectively implemented by the government of S city is closely related to the overall local development.Especially in the background when "executive government" is proposed,the executive capability of the civil servants is intensively focused on.Therefore,from the perspective of executive body behavior,this thesis,based on the political system theory and the public policy implementation re-decision process model,objectively exhibits the deviant behaviors of policy implementation body such as symbolic implementation,forced implementation,selective implementation,rigid implementation,etc.by means of on-site interview and questionnaire in combination with public policy system knowledge and the implementation status of the innovation and entrepreneurship policy in S city.According to the research,causes of these deviant behaviors include weak policy awareness,backward regional economy,low overall quality,etc.Besides,correction strategies targeted at the deviant behaviors of the implementation body of the innovation and entrepreneurship policy in S city is proposed on the basis of the problem source from aspects like re-constructing the value of implementation body,strengthening supervision and control,regulating the interests of different parties and improving the comprehensive quality of the implementation body of the innovation and entrepreneurship policy in S city.
