Deviation Analysis Of Causes And Countermeasures Of Public Policy Implementation In China

The public policy implementation is a dynamic progress, which actualizes the public policy from distribution plans of policy ideologies into the realistic results. The macro-regulations by the government on social political and economic developments are made through the effective implementations of all kinds of public policies. In the realistic life, the social environment becomes more complicated, which makes public policy implementation even more difficult The phenomenon of public policy implementation deviation (PPID) can be seen from time to time, which seriously hinders the achievement of public policy target, deteriorates the authority of policies, and even damages the image of the government and the people's benefits. Based on the present conditions of China and in the aspect of policy implementing subjects, this thesis aims to make a systematic study of the PPID in China together with the causes and countermeasures of prevention and remedy, find its regularities and provide theoretical instructions on effective public policy implementation practices.This thesis consists of three parts. The first part defines the concept of public policy implementation and analyzes its important position. Then it defines the policy-implementing subjects as a combination of both the direct implementing subjects and the indirect implementing subjects. After that, this part expounds the concept of PPID and sums up its main forms.The second part of this thesis, on the basis of a critical study on researches about the human nature, explains why interest plays the most fundamental role in analyses throughout the paper. Then it discusses the causes which lead to PPID from two aspects of the direct implementing subjects and the indirect implementing subjects. In terms of the direct implementing subjects, their benefit urging, wrong recognition of the public policy, barriers for policy identify, inappropriate methods and poor communication and coordination can all lead to PPID. At the same time, in terms of the indirect implementing subjects, lack of the policy identify, lack of confidence in government and excessive weights of the implemented policy on people's psychology make up the main reasons of the PPID.
