Independent Commission Against Risk Management

In this paper, I study an anti-corruption work model that applies risk management theories and quality management methods to our actual works and how to perform quality management through PDCA cycling, focusing on guarding against risks generated by inadequate education, system and supervision as well as dishonest and indiscipline civil servants. In this paper, based on researching theory origin, operation mechanism and existing problems of domestic anti-corruption works, combining the new situation, task and requirements, I will put forward sound and effective suggestion and measures to improve anti-corruption management and prevent corruption from occurring.The paper is divided into five parts. In ChapterⅠ,I put forward the proposal, give an introduction of the relative researches, make a definition of the core concepts involved in this paper and propose a specific research method to the problem. I offer an general outlook of anti-corruption works in ChapterⅡ, it's mainly about the westerns'and China's anti-corruption reach origin and the Risk and Total Quality Management theory as well. Based on the analysis of the reasons and the characteristics of anti-corruption risk In ChapterⅢ, I choose Beijing, Fijian and Shanghai who did good jobs in this field in order to fully explore the ways of China's anti-corruption management at present. ChapterⅣmainly talks about the achievements and inner conflicts of anti-corruption management. The fresh idea of this part is that I remind anti-corruption management itself full of risks and we must deal with the problems appearing in actual work. The last partⅠpropose measures to anti-corruption management by intensifying education, perfecting relative systems and strengthening supervision to improve anti-corruption management.
