Analysis Of The Role Of Local Governments In Urban Housing Demolition

Since China's reform and opening up, economic growth rates have attracted worldwide attention, the pace of the urbanization process also will be accelerated. However, accompanied by large-scale urban expansion and reconstruction of old city, urban housing demolition in matters received more attention. Urban Housing Demolition is the people's livelihood of the event, which involves multiple benefit relationship including the owner of removed house, demolition companies, government and house investor. Housing demolition is not only concerned with the vital interests of the citizens, but also effects the image of the government, the authority of government and national interests; it is also the main issue which may influence the economic, political, cultural and social stability in the future. How to balance the interests of all parties in housing demolition to avoid the occurrence of conflict, thereby contributing to urban development, and stability of social relations, local government plays a very important role in this activity. This article will analyze the evolution of the functions of local government based on the situation of rapid development of urbanization process and construction of city modernization in nineties of last century, to demonstrate the actual conflict role which local government played in the housing demolition, and to will make a in-depth analysis of the role of dislocation, to clarify the proper roles in housing relocation, then to provide reasonable proposal of role correction for local government in the demolition.This article includes five chapters. The first chapter is general introduction to introduce the background of housing demolition, reason of topic selection, as well as the theoretical basis of this study and overall framework and content. The second chapter will analyze the evolution of function local government, and the real role which local government played in demolition practice, and then the reasonable proposal will be raised to correct the misplaced role of local government in urban housing demolition based on analysis of actual case. The third chapter will analyze the misplaced role of local government and find out the real reasons. The fourth chapter will demonstrate the real role that the government should be undertaken in urban housing demolition. The fifth chapter will summarize the deficiencies in the whole article.
