The implementation of housing demolition, which emerges during the process ofChina’ urbanization, aces difficulties or riots in various cities. The concept of"including local citizens’ participation in the process of housing demolition" has beenput forward by scholars as an effective way to achieve harmony demolition. It may bea possible way theoretically, but citizen participation doesn’t mean it can produceeffective results in the reality. In fact, the concept has been carried out in some cities,while the results are not so pleasing. Why there are differences and what kind ofcitizen participation will be able to play an effective role in housing demolition is theconcern to many. Doing the researches on the practice of "citizen participationhousing demolition" based on relative theories may not only helps distinguish theauthenticity of citizens participation in, more importantly, it can also realize theharmony demolition.Expectancy Theory, one of Motivation Theories, is useful in building theoreticalmodel of citizen participation in housing demolition. Using the Expectancy Theoryand the two core concepts——valence and expectancy to analyze the phenomena, itconcludes that "role perception" and "interests absorption" are critical factors.Therefore, the essay builds four models for citizen participation and promptsassumptions about each model. According to the analysis on role perception andinterests absorption. Customer model, with utilitarian role perception and stronginterests absorption produces weak results; governance model, with phenotype roleperception and strong interests absorption produces good results; stalemate model,with utilitarian role perception and weak interests absorption produces weak results;tokenism model, with phenotype role perception and weak interests absorptionproduces weak results.The essay cites three cases of citizen participation in housing demolition–Hongcchunxiang, Jiuxianqiao and the faculty dormitory of a college, to validity thetheoretical citizen participation models. Putting three cases in the framework of roleperception and interests absorption, it analyses role perception and interests absorption of the governments and the house owners. These three cases fully verifiedthe assumptions of the effectiveness of different models: role perception and interestsabsorption are key factors to ensure the effectiveness of citizen participation inhousing demolition, citizen participation in housing demolition is valid only ingovernance model,.Effecting governance model depends on the house owners’ cognition of theirrole and interests. In the aspect of role perception, it is necessary to ensure thepublics’ sincerity and the function of motivation mechanism as well as to fosterpublic awareness. In the aspect of interests absorption, not only traditional ways likethe establishment of corresponding policies and systems should be used, but seekingcounter-measures to meet house owners’ demands during the demolition.
