Normative Study Of Public Sports Field Of The Executive Power

With the continuous rise in China's overall national strength, it gradually has impact in all areas, which appeared in the field of public sports especially. As in the Olympic Games, the Chinese Olympic delegation join the 1984 Los Angeles Olympic Games for the first time, but in the 2008 Beijing Olympic Games it achieved great success. In this seventh Olympic Games of 24 years, the Chinese delegation in the Olympic gets lots of gold medal, and made great record. In the 2008 Olympic Games, the Chinese delegation steady increase its number of gold medals, from the Athens Olympics'32 gold medals to the Beijing Olympic Games 51 gold medals. We transcend traditional sports power as the United States, and become the top one in the world, which shock the world. However, these achievements are inseparable from our "System" mode. The main cause is due to strong government involvement in sports. But as recently created a hubbub in the football world "anti-gambling", "anti-gangster Dom" began, the administration of public sports fields have been pushed right to the cusp, therefore, how to standardize the public sports administrative power became a question? What kind of legal system shall we used to provide protection? This study is based on the premise as described.The first part of the study is to show the characteristics of administrative power in public sports field. By analysis the establishment of our "System" model and how the Chinese government establishes administrative authority for the form of public involvement in sports, the paper point out there are two sides of this system model. The second part is to introduce the public sports administrative power of the existing legal norms and its shortage, by using the example of the recent football world "anti-gambling", "anti-gangster Dom", the paper will point out that the administrative power operational in the public sports field has deficiencies and shortcomings. The third part is to show how to improve our administrative power in public sports field mainly from the perspective of procedural law and substantive law.
