In China The Chief Inspector On The Reform Of The Transition Period

Nowadays, the enhancement of government's implementing capability tends to become the important target of government reform. In order to improve administrative efficiency and build up the government under the rule of law, the government should focus on improving its legitimacy and effectiveness of the policy. With the deepening of economic and social development, the local government has to face the situation that the imbalance between the increasing local finance power and the local benefits occurring. Considering the local benefits, local government always implements policy or administrative decisions selectively. It always happened that local government implements the decision beyond their authority; sometimes even ignore the administrative decision. Theses problems have led to the decree can't not be passed to the executors smoothly, and the administrative decision and the policy can not be implemented very well. Supervision and Inspection becomes the chief way to solve such problems. Supervision and Inspection can enhance the governments' authority; improve the governments'power using capacity; ensure the good channel of the decision passing system. This article aims to discuss the Administrative Supervision System and possible creative supervision methods under the background of the government transformation.This article analyzes the current Administrative Supervision System and existing problems by doing the research on the foreign and domestic theory and practice of supervisory work, also combined with the Chinese government system during the transition. Additionally, this paper also base on writer's working practice. This paper focus on the developing needs of the Administrative Supervision System; the developing direction of the Administrative Supervision System; the possible problems raised from the development of Administrative Supervision System. The paper also tends to give the recommendations to improve the Chinese Administrative Supervision System and improve the government's capability in implanting the policy and decisions.
