country began to deploy implementation.In order to build a full-coverage offline service platform,Yunnan Provincial Department of Justice issued the Opinions on Promoting the Construction of Public Legal Service Entity Platform in 2016.At the same time,due to some common problems encountered in the construction of the national public legal service system,the General Office of the CPC Central Committee and the State Council issued the Opinions on Accelerating the construction of the Public Legal Service System by 2019(hereinafter referred to as the Opinions),which set out the goals,institutional measures and overall requirements.The Ministry of Justice issued the List of Matters concerning Public Legal Services,which clarified the contents of the 16 services in the System Construction and the corresponding responsible subjects.These two documents have become the main documents guiding the construction of the public law system and the construction of the service system in various provinces and cities in China.In order to better complete the planning objectives of system construction in the Opinions,this paper selects the construction of public legal service system in Yunnan Province for detailed introduction and analysis,and then puts forward the ideas and measures to solve the problems under the guidance.The introduction,text and conclusion of this paper are composed of this paper.The introduction introduces the background to the theme.This paper analyzes the connotation of Yunnan province's public legal service system,the policy basis and theoretical basis of system construction,as well as the current situation,existingproblems,causes,solutions and measures of Yunnan Province's public legal service system.The conclusion part summarizes the measures to improve the public legal service system in Yunnan Province and provides new ideas for the construction and improvement of the national public legal service system.This article is composed of three logical parts: The first part is an overview of the public legal service system and the policy and theoretical basis of system construction.The first part defines the meaning of the public legal service system.It is a collective term for online and offline legal service platforms and related security systems with functions such as government as the main body,widely involved other main bodies,government financial funds as the main body,legal propaganda,legal aid,and legal consultation..Secondly,it is necessary to clarify the characteristics of the construction of the public legal service system.It must not only have the four common characteristics of government-led,professionalism,universality and integration,but also have functional characteristics,namely through construction and implementation.Before the biggest legal dispute is resolved,it can improve citizens' legal awareness,reduce the occurrence of legal disputes,reduce judicial pressure,and improve the role of the country's rule of law.Finally,it is pointed out that the content of the construction of the public legal service system is the comprehensive construction of online and offline service platforms,and its essence is 16 specific public legal service contents.The second part first analyzes the policy basis of the construction of the public legal service system.Then briefly summarized the basic connotation of the three theories of government function transformation,government purchase of public legal services and administrative supervision,and pointed out their role in the system construction process.The second part,mainly in the form of charts and data,sorts out the achievements and status of Yunnan province's public legal service system construction,existing problems and comprehensive public legal service system,and solve the problems of online platforms in detail.The second is to introduce the participation of lawyers through the government's purchase of public legal
