With the rapid social & Economic development of China, the traditional public security administration of "task-oriented" has exposed many problems, which is difficult to adapt to the new situation. The public security department has been looking for a incentive mechanism that will benefit to inspire police's working potential and enthusiasm, and also will contribute to achieve their own value and the overall power, and finally realize the working objection of the public security departmentThis paper, studied from the police individuals in grass-root department, and on the basis of the questionnaire of Prof. Xie Lincong, Zhang Daren, Zhejiang Police College,2001, and combined with my 6-year experience with the police and administrators and some cases to analyse the drawbacks of incentive mechanism:1. The public security department is lack of incentive mechanism theory guidance in administration, and is also lack of care to police; 2. Incentive mechanism shortcomings in incentive content and system; 3. It is difficult to realize the harmonious and unity in material incentive and spiritual incentive in the measures of inventive mechanism; 4. Traditional culture and inventive mechanism have conflict with the modern environment and administration conceptions.This paper proposed suggestions for improving the shortcomings:1. The different levels of the administration in public security department should follow the related administration concept to carry out the scientific incentive, and meanwhile, to adopt different measures to stimulate incentive mechanism to improve the administration level; 2. To establish honest and fair personnel administration system, and compound incentive mechanism system to improve the education & training system and rewards & punishment mechanism; 3. To establish scientific and reasonable incentive measures on goal, material, trust, example, self-motivation, defect-motivation, and negative-motivation.
