| Norm has been one of important objects of international politics and internationalrelations studies. The origin of normative study can be traced back to the politicalphilosophy of ancient Greek. Socrates advocated people to lead a moral life. Platostressed that city-states are binding for people of all ranks in The Republic. It can besaid that the study of norms has a long history and has never been stopped. The rise ofthe rationalism of the behavioral revolution had formed a great impact on normativeresearch. However, normative research had become one of hot spots of internationalrelations with the rise of constructivism.This article takes international anti-drug norms for example to discuss themechanism of the formation of the international norms. It analyzes how ideas becomeinternational norms. The focus of this article is to explain how the anti-drug normscan be accepted as international norms rapidly by the international community in the19thcentury. According to different theories of international norms, this article alsoanalyzes the different mechanisms and logics of the anti-drug norms during itsdevelopment. Based on the comprehensive analysis of the life cycle of anti-drugnorms I hope to get a general rule of the internationalization of norms. |
