The dissertation focuses on two tasks. One is to generalize Bush Doctrine, the other is to conclude and analyze Obama's continuing and change towards Bush Doctrine. The former task is the base for the latter one.The generalization of Bush Doctrine includes its background, guiding principle, features and goals. The Bush Doctrine is rooted in such a situation that America is the only super power and single pole internationally and that Neo-conservatives and their supporters prevail in Bush's administration."9ยท11"terrorist's attack accelerates the birth of"Bush Doctrine". The Bush Doctrine is under the leadership of Neo-conservatism, featured in unilateralism, pre-emptive military method and strong sense of American Mission. It is aimed at assuring America's absolute safety, removing rogue powers, promoting"Liberty and Democracy"worldwide, and consolidating America's hegemony.Due to the undesirable consequences of Bush Doctrine, the new development trend in international relations and the relative fall of America's strength, Obama changes Bush Doctrine's security ideology as well as its goal to exterminate rogue powers and promote"Liberty and Democracy"worldwide, and transforms the components of American leadership. Apart from this, Obama in a very large scale changes unilateralism, preemptive military method, and lightens the function of ideology. Realism and pragmatism replace Neo-conservatism and become the directing principles in making foreign strategy and policy. Although Obama continues to crack down terrorism both inside and outside America, which is of no difference with Bush Doctrine on this issue, Obama changes Bush Doctrine much more than he inherits from it.
