Preliminary Discussion Of The Historical Change In Villager Self-government In China

From the establishment, our Party has paid great attention to the construction of a democratic political system in rural areas. For a long time, the active exploration of the village-level democracy has laid an important foundation on the establishment and development of village self-government in the new period. China's 1982 constitution recognized that the village is the rural grass-roots mass self-organization. In November 24, 1987, "Village Committee Organization Law (Trial Implementation)" promulgated and Villagers had been formalized as a new type of rural people autonomy and direct democracy in law. In recent years, the villagers'self-government has been continuously developing. However, with economic and social development and the deepening of reform, villagers encountered some new situations and new problems, which need the revise and improvement of "Village Committee Organization Law". In order to guide the rural democracy better, in the Twelfth meeting of the Eleventh National People's Congress ,the "The People's Republic of China Village Committee Organization Law (Revised Draft)" was first considered and the full text of draft amendments was published for comments to the public. Enthusiastic response was given from the masses and people made a lot of useful suggestions. Village-level democratic development has been paid extensive attention to at all levels in China.Villagers'development in China has gone through a tortuous process, which has made certain achievements and also has faced many hardships and difficulties. To ensure the healthy development of village self-government in the future and promote village democracy continue to advance, this paper attempts to use comprehensive methods of historical analysis and comparative analysis to propose some views on the development of my village autonomy and the status of implementation on the basis of summarizing our different historical stages of the development of village-level course. This article consists of five parts.The first part is an overview of Villagers. This part describes the villagers self-government is in an important position in our democratic system and is a grass-roots direct democracy system with Chinese characteristics through the introduction of the content and nature of villager autonomy.The second part focuses on the village as a political organization. This section provides details on the village history and development as a great power and illustrates that it is necessary to make the village-level organizations as a government on the historical conditions at that time.The third part discusses the committee' establishment and development as an autonomous organization. This section analyzes the reasons that why the village committee could be created and the villagers' self-government could be established on the basis of introducing the historical background and the process of the village committee as the self-organization, which shows that making the village as a self-organization is necessary in the present historical conditions.The fourth part analyzes the problems and difficulties that the village self-government faces. First of all, the part shows the problems of village self-government in the process of implementation, then analyst that the root causes of these problems is the contradiction of the macro system and the imperfect specific system, imperfect, but not the villagers' self-government system itself. Implementation of village self-government is right; practice development also proves the correctness of its existence.The fifth part proposes the idea of the development trends on the village self-government and points out that how to solve the existing problems of villagers. Basically, to solve the problems of villagers need to conduct in-depth party and government reform; from the specific terms, we can start from the micro-management to improve and perfect the specific system of village self-government.
