In this paper, the hot and conflict issues about ethical and legal had been researched. The conflict of ethical and law's regulation increased by degrees, as Chinese social developed into the transformation period. It produced wide-ranging and far-reaching, which can't be ignored. Social transformation is a process, as the old basic elements in the social structure fade away, news take their place. If the social structure mismatches the final aim of social transformation, it will be changed. It is very important for social harmony and political stability that research the types and reasons of social conflict. In this paper the problem solving approach about the conflict of ethical and law social investigations had been found through analysis and synthesis.This study analyzes the 2007-2009 three-year period, China's 100 hot events of this type. They can be concluded to four types based on the adjustment range, three types according to the discipline of ethical and law. The conflict of Ethical and laws is necessary for China's deeper reform. The contradiction's preventing and resolving has great practical significance. In this paper, with the socialist core value system, the writer table a proposal, for example strengthen the goodness ethical construction, legal and ethical discipline construction and development legislation.
