Civil Administrative Responsibility Conflict And Its Resolution Ethical Thinking

The administrative responsible conflict is ethical difficult problems in civil servant'administrative activities ,espesically when they choice their administrative behaviror. As diversity and complexity of the administrative responsibility conflict, the administrative responsibility conflict is inevitable. This article begin with the administrative responsible conflict which civil servents often face in their usually work. Then I discuss ethical problem, which is reflected by the administrative conflict from ethical point of view. The goal of this article is try to find a possible ethical way for resolving administrative conflict.The whole article is divided into three parts. The first chapter is mainly discuss a various of relevance concepts, through combing and defineing these concepts ,we understand interlinkages between responsibility and ethics, we also set a theoretical basis for subsequent administrative responsibility conflict study. The second chapter begins with forms of the administrative conflict.Then I discuss ethical problem, which is reflected by the administrative conflict. First,I found social and history causes from the social background, that is, values conflict. Followed by three typical forms of the administrative conflict: the role conflict, the interest conflict and the power conflict. Finally, we discuss ethical contradictions (ethical conflict)and phenomena of administrative ethics failurew. The three chapters discuss how to use ethical ways and means to resolve the conflict. I propose four ethical principles and two ethical ways for reslving the administrative conflict.
