High administrative efficacy is very crucial for founding service-oriented government. Administration efficacy is no longer just a scale to measure administration result, but is one of the values and purposes that administration management pursues. Administration efficacy is a unit of high administration efficiency, high administration effectiveness and high administration effect. It not only cares administration quantity but also administration quality.As for civil servants are on behalf of government to exercise administrative authority, their capability and performance must be improved to meet high administration efficacy requirement. High administration efficacy is a new management theory which will affect civil servants'personal benefit, civil servants'management and the function of civil servant's motivation mechanism. The old civil servant's motivation mechanism doesn't suit the new situation and displays some problem in system, institution and method. Therefore, adjusting existence civil servant's motivation mechanism to suit developing administration efficacy is fundamentally significant.Today's civil servants value their personal development and reasonable benefit. My research is based on mutual benefit of civil servants and government to improve administration capability and administration performance of both civil servants and government, so as to improve administration efficacy.My research has built a dynamic model of motivation mechanism which includes spontaneous mechanism, push mechanism and pull mechanism. Spontaneous mechanism has something to do with personal ability, moral, interest and is composed of training, job redesign and culture establishment. Push mechanism is to lure civil servants to make progress and is formed by goal management, payment, promotion and rewarding. Push mechanism is to pose a threat to civil servants'benefit and consists of performance measurement and punishment.
