The Improvement &Consummation Of China's Civil Servants Motivation Mechanism

By motivation, we aim at enhancing effectively people's working enthusiasm, initiativeand creativity as well as excavating their greatest potentials. As an essential constituent ofcivil service regulations, the motivation mechanism pervades every other aspect of theregulations such as examinations and recruitment, wages and welfare treatment, promotion,assessment and rewards as well as management and supervision. The functioning ofmotivation mechanism relates directly to the construction of civil servants as a team, theefficiency of government administration and the realization of a sedulous and uncorruptedgovernment, thus affecting the public image and prestige of the civil servants and thegovernment as well as China's international status. Therefore, it is important andindispensable to improve and perfect the civil servants motivation mechanism and bring itinto full play. In recent years, a series of civil servants motivation measures have beenadopted which has achieved correspondingly; however, the imperfection of the motivationmechanism has failed the anticipated effect. By analyzing the status quo of the civil servantsmotivation mechanism in China and drawing experiences from the classical motivationtheories, the paper attempts to put forward ways and measures to consummate China's civilservants motivation mechanism.The paper consists of three parts: In the first part, an elaboration of the generalconnotation of motivation precedes an analysis of the connotation of civil servants motivationmechanism, the importance and significance of consummating China's civil servantsmotivation mechanism as well as an introduction of the varied motivation theories that shouldbe absorbed and used in China. The second part explores the status quo of China's civilservants motivation mechanism including its achievements and problems. The third partmainly discussed the ways and measures to consummate the mechanism, which approachesfrom the four aspects of building up a good ecological environment, putting forward healthymotivation principles, setting up varied motivation systems and picking up multiplemotivation measures.
