The township is four level administrative system "of China’s provinces, autonomous regions and municipalities-districted city, autonomous prefecture, county, Autonomous County, city---Township, nationality township or town" the lowest level, and the township government is our country administrative organ of the lowest level, so the township government is in the base layer is in direct contact with the fort of our party, and the effects of government and party in the broad masses of the units, township civil servants in the first line of the service for the people, is a civil servant in the background of subject, the transformation of civil service management system of our country to the modern human resources management and development, also began to appear some incentive mechanism deficiencies, not only restricts the overall quality of township civil servants to improve, also become the institutional reform of township government obstacles, so we must perfect the incentive mechanism of civil servant of our country in the township, to ensure its long-term and encouraging persistence of the premise, continue to be the power of township civil service management system, to play the role of "perpetual motion".The full text altogether is divided into six parts. The first part is the introduction, briefly introduced the origin and significance of the topic, reviews the domestic and international academic motivation theory research and application, and describes the importance and necessity of the civil service incentive system of villages and towns; the second part the related concept of this paper relates to the interpretation and definition; the third part through questionnaires and depth interviews to Shanxian County township civil servants conducted field research; the fourth part analyzes the incentive status and problems and analysis; the fifth part is the countermeasures and suggestions of perfecting the incentive mechanism of civil servant of the township, the main countermeasures and suggestions were put forward from the aspects of concept, system and incentive, will strengthen the management of township civil servants have a very good reference and guide; the sixth part is a summary of the thesis, in order to sum up the main content of this paper.
