Japan Overseas Citizens Protection System, In The Beginning Of The 21st Century

Since the beginning of the 21st century, the frequent overseas security affairs makes overseas citizen protection gradually becomes an important research topic. To protect the ever-increasing and wide-spreading overseas citizens, some of the countries attempt to attain the comprehensive protection system by adding the public participation to the traditional consul protection.The overseas citizen protection system in Japan has just pursued such innovation, which gives high value to citizens and encourages them to get involved. The system consists of three independent but interworking levels: official consul protection, official-public co-operative institution and unofficial organization. The achievements won by Japanese worth reference for Chinese diplomacy and consul development.The statistics from year 2000 to 2009 have reflected the stable state of the overseas citizens'security in Japan. Although the new problem such as terrorist event and epidemic diseases arise surprisingly in the world, the comprehensive protection system has protected the overseas citizens effectively.Through research and comparison, four measures are obtained to enlighten Chinese overseas citizen protection system: first, emphasizing civic education and cultivating citizens a good sense of self-protection; second, focusing on the cooperation between governments and citizens in overseas security field; third, governments and diplomatic organizations should listen to citizens'voice, and continue to adopt new relative measures; fourth, responding to different living demands, government should set up or encourage to set up relative organizations to provide professional and specific support.
