| In the process of European political integration, the building of the EU's future political order is getting more and more concern. The concept of"Swiss model"is one of the designs about the EU's future political structure. The so-called"Swiss model"is that the EU learning from the way of Switzerland's federalization and promoting its own political integration.The way of Switzerland's federalization is a valuable experience for the EU because it brought up the Swiss Federal, a successful federal. And there are many similarities between the Swiss Federal and the EU which makes it possible to build the"EU Federal".The federalization of modern Switzerland took more than 200 years. Reviewing this history, two variables can be abstracted to describe the making of modern Switzerland: governmental capacity and collective identification. As the increasing of the federal governmental capacity and the transferring of the collective identification to the federal, the modern Switzerland was founded.During this period, there are multiple factors driving the federalization of modern Switzerland. Among them, the effect of democratization is particularly significant. In fact, through many specific paths, the democratization pushed on the increasing of the federal governmental capacity and the transferring of the collective identification to the federal, and finally the establishment of the Swiss Federal.Based on the history of modern Switzerland's federalization, this paper defines the concept of"Swiss model", then tries to find and verify the democratization's role in European political integration, and finally discusses the possibility of establishing an"EU Federal"in future. |
