Research On Governance Capacity Modernization Of Chuzhou Nanqiao District Disabled Persons' Federation

After non-governmental organizations appeared on the historical stage,they have rapidly swept the world with unique operation mode playing indispensable roles in various social fields.Under the general background of economic and social governance globalization,Chinese government is paying more and more attention to the function of non-governmental organizations and providing more developing space.China Disabled Persons' Federation as an important member of NGO big family has some Chinese characteristics,i.e.it grows up dominated by the nation and government and obtains corresponding authorities to handle affairs.Thus,they inevitably exists the trace of “the second government”in it with problems such as strong administrative properties and poor independence.The Chuzhou Nanqiao District Disabled Persons' Federation of studied by the article is in the middle and lower layer of Disabled Persons' Federation system with more possibility to directly contact the disabled and more access to provide specific service for them.Moreover,Chuzhou Nanqiao Disabled Persons' Federation has also responded to the call for modernization construction of national governance to take relevant measures targeted at existing problems.It has achieved some results and received praise from the disabled people and whole society.However,when managing social affairs of helping the disabled,there still exist a lot of problems demanding prompt solution.This article takes Nanqiao District Disabled Persons' Federation as the individual case to propose relevant countermeasure and suggestion about how to improve the governance capacity and develop the career of assisting the disabled on the basis of referring to overseas experiences.This article is divided into six parts.The first chapter introduces the background of non-governmental organization's emerging and the contents of modernization reform on governance capacity,and then explains the property,service contents and service manners of domestic and overseas disabled assisting organizations,and proposes the significance of the research through this.The second chapter firstly summarizes the concept of NGO,and then explains the concept and property of Disabled Persons' Federation,and last defines relevant concept of governance to emphasize the importance of it.The third chapter describes NGO first,and then describes the history and framework of the Nanqiao District Disabled Persons' Federation.The fourth chapter mainly discusses from the governance capacity of four layers:self-governance,collaborative governance,coordinating governance andcooperative governance of the Nanqiao District Disabled Persons' Federation,to find out existing issues.The fifth chapter explore these reasons.The sixth chapter proposes reform recommendations from three aspects: Disabled Persons' Federation itself,the government and society on the basis of summarizing and referring to the disabled assisting mechanism in world most developed country—the United States,traditional developed country—UK,and Japan,a country in Asia same with China,so as to further improve the governance capacity of the Nanqiao District Disabled Persons' Federation and promote its comprehensive development.
