State "xing The Frontier Action" Study

Program to Revitalize Border Areas and Enrich Residents is a support policy for ethnic minorities that is led by the government's support and participated by all the society. Relying on the base of self-reliance and hard work of cadres and masses of all ethnic groups, through increased input and support efforts of government to the border areas, the program aims to make the masses of all ethnic groups along the border line to live above the line of poverty, become rich depending on the border, and develop the ethnic minority border areas to keep up with the pace of national development gradually. During the progress of the development of ethnic minority border areas, the program helps to further enhance the feeling of patriotism of the residents there, and promote the unity of all ethnic groups, and ultimately achieving the purposes of enriching the people, rejuvenating the border, powering the nation, and neighboring the surrounding countries.The Program to Revitalize Border Areas and Enrich Residents was launched since 1998, which has been carried out for 12 years now. In the initial period, the program identified nine.pilot counties (banners). The central government allocated 51 million Yuan special funds a year. Till 2009, the program has been expanded to all 136 border counties, and 58 border mission farms of Xinjiang Production and Construction Corps. The central government allocates 484 million Yuan annually for the program in the Ethnic Minority Development Fund.In the meantime, the State Council promulgated "The Notice of Policies and Measures for the Implementation of Western Development Plan" (Guo Fa [2000] 33) and "Opinions on the Further Promotion of the Western Development" (Guo Fa [2004] 6). In the above two documents, and the 2002,2003 "Government Work Report", further arrangements were made to continue the promotion of the program. In 2005, the State Council promulgated "Provisions for the Implementation of National Regional Autonomy Law", which clearly stipulates:"the state will include the building of the border areas into the economic and social development plan, to help ethnic autonomous areas to accelerate the construction of the border areas, promoting the Program to Revitalize Border Areas and Enrich Residents, achieving coordinated development between the border areas and the interior areas ".During the 12 years of implementation of The Program, the CPC Central Committee and State Council have attached great importance to it, the government and people in the border areas at all levels have given positive responses and taken actions to it, and the society has paid wide attention to the program as well. The central government increases the support efforts to guide and lead a lot of other kinds of money to invest into the border areas, implementing a number of projects and constructing a number of model villages. Remarkable results have been achieved. Until the end of 2009,42% farmers'per capita net income in the border counties reached or exceeded the province or region's average level.As a national policy that benefits the country and people, the Program to Revitalize Border Areas and Enrich Residents, has greatly improved the infrastructure and people's livelihood in minority areas since its implementation. However, because of historical, natural and social factors, the border ethnic minority regions seriously lag behind the developed regions. Developing the border ethnic minority areas to shorten its direct gaps with the developed areas gradually needs a longer period of time. The Program to Revitalize Border Areas and Enrich Residents, as a vigorous measure to speed up the border areas'development, needs continue to expand its scope, with the nation's increased support efforts, and other ministries'closer cooperation, so that China's border minority regions could develop as quickly as possible, and all ethnic groups united together to achieve common prosperity and development of the Chinese nation.In this paper, document research method is implemented to find and analyze the existing documents, case study and comparison research method implemented to carry out case study and comparison. In the base of a basic understanding and knowledge of the Program to Revitalize Border Areas and Enrich Residents, and through the analysis of the problems faced in the implementation process of the program, the paper raises suggestions to the development of the program.
