The civil servants are an important part of the cadre team in our country.It is an important force to implement the Party's line,policy andto promote the modernization of the national governance system and governance capacity,and to promote the smooth development of various government work.The ability of civil servants is a comprehensive ability for civil servants to perform their duties,raise their powers and carry out their work.The capacity-building of civil servants is an important part of the construction of high-quality professional civil servants,and also the basic requirement for civil servants to consciously improve their personal quality.New Barag Right Banner,Hulunbeir City,Inner Mongolia Autonomous Region,is located at the border of China,Russia and Mongolia.It is the only border minority inhabited area in China that borders Mongolia and Russia.The civil servants in New Barag Right Banner are responsible for maintaining the stability of the frontier,strengthening national unity and promoting economic and social development.Therefore,we must attach great importance to and study the capacity-building of civil servants in New Barag Right Banner.This paper studies the capacity-building of civil servants in New Barag Right Banner in order to provide theoretical support and practical guidance for strengthening the capacity-building of civil servants in New Barag Right Banner and promoting the capacity-building of civil servants in border minority areas.The first part "Introduction" describes the background and significance of the topic,analyzes the research status at home and abroad,introduces the research content and methods,and points out the innovation and shortcomings of this paper;the second part "related concepts and theoretical interpretation" defines the concepts of border ethnic minority communities,the ability of public servants and the ability of civil servants,and discusses the theory of human capital and competence The third part "the current situation of the capacity building of civil servants in New Barag Right Banner of Hulunbuir city" introduces the basic situation of the capacity building of civil servants in New Barag Right Banner,and discusses the main measures of the capacity building of civil servants in New Barag Right Banner;the fourth part "the problems and reasons of the capacity building of civil servants in New Barag Right Banner of Hulunbuir city" discusses the new situation The problems in the capacity building of civil servants i nNew Barag Right Banner are analyzed from the perspectives of ideology,system,mechanism,personal quality,border natural conditions and regional economic development.The fifth part "the path choice of strengthening the capacity building of civil servants in New Barag Right Banner in Hulunbuir city" includes ideology,construction planning,system and mechanism some suggestions are put forward in the aspects of system innovation,core competence,supervision and evaluation,and experience reference.The sixth part "conclusion" summarizes the content of this paper and points out the conclusion of this paper.
