The Building Of The Asean Security Community And Its Constraints

ASEAN is the largest international organization with a regional cooperation in the Asia-Pacific region. ASEAN's achievements are for all to see after 40 years of development. To face the new international situation and the region situation after the Cold War, ASEAN proposed the"Security Community"building in 2003. The ASEAN Security Community, the ASEAN Economic Community and the ASEANSocio-Cultural Community formed the three pillars of the"ASEAN Community". Studying on the"ASEAN Security Community"is the one of the major issues with a wide concern around the international community in recent years. ASEAN's economic cooperation has achieved an initial success, but whether it can continue to deepen the ASEAN political and security cooperation to promote the completion of the ASEAN Security Community on the security situation in the Asia-Pacific region has a significant impact. Meanwhile, the studying of ASEAN Security Community makes more help to our deeper understanding of ASEAN, and it has a positive significance to continue to develop friendly relations between China and ASEAN.The"ASEAN Security Community"is not groundless, security cooperation is always ASEAN's tradition since its founding. However, the ASEAN Security Community-building faces many constraints, including internal, external, mechanisms and so forth. The ASEAN will lose confidence in the face of these constraints and the international community not to be optimistic, or to complete this grand historical mission with a more firm political courage is worth our wait.This paper will analyze the background of building the ASEAN Security Community, the evolution of the ASEAN's security cooperation, and what the security community looks like, what role to play. Finally, this paper will focus on analysis of the ASEAN Security Community-building's restraining factors and thus making the judgment and the vision for the ASEAN Security Community.
