Summed effect is largely attributable to the following:Theoretical study of the investment environment is weak, sports and leisure disciplinary system imperfections, the object of a lack of investment in environmental research, lack of investment in sports and leisure industry, environmental performance evaluation studies, their investment environment, the evaluation criteria are not unity, it is difficult to achieveresource sharing and other issues.In this paper, using the expert questionnaire survey, expert consultation interview, level of analysis, quantitative and qualitative methods, sports and leisure industry, the investment environment evaluation index system of theoretical and practical research.Firstly, sports and leisure industry and the investment environment and other related theories analyzed and summarized, including the regional economics, location theory, theory of the investment environment, sustainable development theory, and then combining sports and leisure and sports leisure industry concepts, characteristics, development the status quo analysis, this paper presented the theoretical basis and practical basis.Secondly, according to location theory as well as the investment environment of regional economic theory and other theories is the theoretical basis of this article, the investment environment as an organic system, it consists of many of these factors combine to. To this end, based on the evaluation results, Fuyang City, east Chau Sports & Leisure Park, optimization of investment environment measures, the paper proposes the following constructive comments:1. increasing investment in public sports facilities, and modern recreational facilities; 2. adhering to policy guidance, to strengthen standardized management, a sound sports and leisure industry, relevant laws and regulations of law; 3. science and technology and qualified personnel; 4. establishing a multi-level, a wide range of sports and leisure project system and improve the sports and leisure service quality; 5. increasing sports and leisure and education, improve the people's movement Leisure consumer awareness; six market-oriented, comprehensive sports and leisure industry chain; 7. rational allocation of tourism resources, adhere to green development, promote tourism and enriching the people and so on.Finally, According to the investment environment of empirical results to verify the sports and leisure industry, the investment environment evaluation index system of science and rationality. Indicator system must not only present in the reaction region the status of the investment environment, but also prospects for the future development of the region, future development in the region are both advantages and disadvantages of a very scientific and rational evaluation.
