Sichuan Science And Technology Achievements Transformation Model Universities

Talent Cultivation, scientific research and social services are the three basic functions of the colleges and universities today. The colleges and universities have a unique advantage in scientific research and talent cultivation, as it is one of the three main parts of technological innovation. With the increasingly fast development of the global economy, the increasingly intense competition in economic is final the competition in technological and talent. Colleges and universities take the most important part in scientific and technological development, and cultivated a large number of talents for economic construction, it played an important role in promoting the development of China’s national economy. However, there are still some problems exist, such as, the shortage of science and technology funds, the inadequate of transformation in the consciousness of scientific researchers, the deficiency research evaluation mechanism and so on. Although there are a large number of technological achievements were given by the colleges and universities every year. Most of them are not help in improve productivity, which causing a waste of resources. The advantages of the talents in colleges and universities as well as their researches cannot do good to the social and economic development, which affected the conversion rate of scientific and technological achievements. So, it is necessary to construct an effective and appropriate mode of scientific and technological achievements transformation in the colleges and universities.This paper make Sichuan province as a case study to analyzes the reasons for the poor transformation in scientific and technological achievements, and trying to give an effective and appropriate mode in scientific and technological achievements transformation for the colleges and universities in Sichuan province. Firstly, the paper introduces some concepts and the related theories about science and technology achievement transformation in colleges and universities by using the qualitative analysis methods. Secondly, analysis successful experience of the modes of some developed and developing countries to give some advice in constructing an effective and appropriate mode of scientific and technological achievements transformation in the colleges and universities by using the comparative method. Thirdly, analysis the current situation and problems and the current mode in transformation of scientific and technological achievements in the colleges and universities in Sichuan province, and listed the by reviewing of China Higher Education Yearbook and data compilation, empirical analysis is needed as well. Fourthly, gives the idea of how to construct a effective and appropriate mode of scientific and technological achievements transformation in the colleges and universities. In the end, the author proposes some advice which is from the perspective of government, enterprises, universities, to make sure the successful implementation of this mode.
